Air of authority
She has this sort of 'leader-mode' that she can switch on and off, that makes people listen to her and see her side of a conversation or argument. When people understand where you're coming from, they are more likely to agree with you and/or follow you.
She also has the trades of a natural born leader, and people feel like they want her to lead them in some way.
Blinding glare
She can summon the light of the sun and project it out through her right eye. This creates such a bright ray that anyone who happens to be looking directly at her when it happens will become more or less permanently blind. However, the permanence will never be more than a couple of days at most. The force of the ray depends on her level and period of concentration. The longer she concentrates before projecting the ray, the more blinding and the longer range it will have.
The blinding glare can also be triggered by emotions, however, in this case the emotions have to be significantly powerful, and it most often involves a combination of two or more strong emotions. The stronger the emotions that set off the glare, the stronger the glare.

Air of authority
Kids feel this pull stronger than adults and subconsciously strive to do as Charlie says. The older they get, the lesser that urge gets. This means that while kids will usually fall over their own feet to do as Charlie tells them, grown ups are more likely to ignore her requests on a whim. This doesn't mean that grown ups never do as she says, though, only that they don't follow her orders blindly as kids tend to do.
Blinding glare
She can't exactly control how many people are affected by this. It appears as a beam of light from her eye and effects the people who are looking directly at it. People who don't look directly at it, but still see it might experience more or less irritation and/or black spots in their vision, depending on how directly they saw it.
When the glare is triggered by emotions, it will leave Charlie exhausted and with a headache. The stronger the emotion that created the glare, the worse the headache.
GENERAL APPEARANCE: Charlie is very short, and has a slim but voluptuous build. She has curves and what she likes to call a layer of 'plush' which makes her look soft and hug-able. Her height often makes people think she's a lot younger than she is, and her build just makes them think that she has a highly developed body for her age.
HAIR COLOR & STYLE: Long, blonde and slightly wavy. For work she usually puts it up in some way (ponytail, pigtails, braids) so it won't get in her way, but anywhere else she usually leaves it down.

PERSONALITY:
Charlie is a very open minded person, she likes new things and people and enjoys making others happy. She takes joy in others' happiness and feels better knowing that she helped someone, than when she's just otherwise content. She knows that she can make people, and especially kids, want to do as she says, but she usually goes to great lengths to avoid it. She feels like she's forcing people to do her bidding, and she doesn't like that, as she wants people to do what they want to do, and because they want to do it, not because she told them to. As a result of this, Charlie rarely makes orders, (as in: Stop doing that. Come here. Stand still) she strives to make suggestions or asks questions instead (as in: Will you please stop that? Wouldn't it be a lot more fun over here? Do you want to see who can stand the most still?)
After years of trying to work around her authoritative powers, so to speak, Charlie has also developed a rather rebellious streak. While she attempts to always let people have a choice on whether they want to do as she says or not, as opposed to just ordering around, she has become more aware of how requests are being made, and she firmly refuses to follow the orders of other, unless she absolutely has to, her father being the only exception to this rule. Because of her skills with communication, Charlie often knows when not to rebel against an order, though she will more than likely have a discussion with whoever made the order later on, and try to convince that person to try and rephrase their orders in the future.
Charlie is a daddy's girl, through and through. There is very close to nothing that she wouldn't do if Horus asked her to. She idolizes him and always feels better when she knows he can see her. This is one of the reasons why she loves the sun so much. This is also the reason for her claustrophobia. It isn't so much the enclosed space she's afraid of, it is the fact that her father can't see her that makes her anxious, which usually leads to hysteria if she doesn't get outside (or just somewhere where she can see the sun) fast enough.

HISTORY:
Born as the consequence of her mother's encounter with a very interesting man while studying in Egypt, Charlie has always known that she was biracial. Not that it ever showed much in her appearance. Fully aware of exactly who Charlie's father was, Julie kept a close eye on her daughter's every move for the first few years of her life, expecting something extraordinary to happen. As Charlie's fifth birthday came and went without anything out of the ordinary happening, Julie finally started to relax and let Charlie have more freedom, or at least as much freedom as a child would need. Up until that point, nobody had thought to question the fact that little Charlie seemed to get the other kids around her to do as she said. People who noticed had a tendency to write it off as an effect of the natural charm of little girls combined with her open and lively personality.
At five and a half years, Charlie was a whirlwind of happiness and energy and just figuring out that other kids were doing as she told them to. It took a couple of months before her mother realized that Charlie's way of having other kids do her bidding was the result of more than just the girl's natural charm. Deeming this as good a time as any, Julie sat Charlie down and very carefully explained to her, where she came from and why it would probably be a good idea for her to try to not order the other kids around. Even at barely six years old, Charlie recognized the need for secrecy about her ability, so she slowly worked towards changing her way of interacting with others, so that she wouldn't be telling them what to do. This evolved into a strong dislike of telling people what to do, along with a rebellious streak in Charlie's personality.
Now aware of who and what her father was, Charlie quickly became hyper aware of the sun and how much time she spent away from it. Wanting to be with her father, even though it would just be him looking at her, Charlie started spending all of her time outside, picking up outdoors hobbies and interests to get excuses for being outside. This quickly became a problem at school, as she became restless and unfocused during her classes, and the teachers eventually had to compromise. Charlie was given a seat by a window in all of her classes, in exchange for her attention during said classes. This agreement worked out surprisingly well, as it gave Charlie enough peace of mind to focus on learning what she needed.
During high school, Charlie experimented a lot with all sorts of things, drugs and her sexuality being just two examples. Fortunately, a couple of not so lucky experiences with different types of harder drugs made her swear of any use of those later on, though she did develop a thing for getting drunk at parties. At such a high school party, in her junior year, Charlie caught her current girlfriend in bed with a guy. Angry, hurt and drunk, the emotions became too much for Charlie, and she used her blinding glare for the first time. None of the people on the receiving end of this outlash from Charlie got hit directly, and they wrote off the following obscured vision to their level of drunkenness, and Charlie blamed her following headache on the exact same thing. A later episode with a condescending baseball player and his cruel behavior towards Charlie and a friend of hers, had the same result, and Charlie started experimenting with her glare as well, until she mastered it.

Perched on the edge of the roof of the dorm building, her knees held to her chest and her chin resting on her knees, Charlie had her eyes fixed on the horizon where the glowing orb of the sun was slowly making its way higher on the Californian sky. Clad in a pair of sweats and her college jumper to ward off the chill in the morning air, the young woman had been stationed where she was since dawn, a small group of pigeons keeping her company for the past couple of minutes. She had been watching the changing colors of the sky intently, still mesmerized by the beauty of it even after years of watching the sun rise. A grin had broken out on her face as the sun had appeared by the horizon, and the higher the glowing orb climbed in the sky, the broader her grin became.
She was lost in the magic of the early morning, not needing to actually see the beauty spreading in front of her, but loving it all the same. By the time the bottom of the sun let go of the edge of the Earth, Charlie had her eyes closed, though she was still grinning broadly towards the live giving globe. She had lifted her head slightly above her knees, and as she opened her eyes again, she let out a content sigh. “Morning Daddy,” she greeted the sun, loving the feeling of the warming rays shining upon her. It felt like she was receiving a hug from the parent she only rarely saw in person, and in her mind that was exactly what happened.
Closing her eyes and letting the sun's rays warm her face, the young woman gave a contented sigh as her body relaxed in the coolness of the morning. Her mind briefly wandered to the thick and heavy books awaiting her attention in her dorm room, but the thought only ghosted across her mind before other things took its place. The half-finished assignment she was supposed to hand in later today only skidded across the surface of her thoughts, while the smell of dawn lingered in her mind and erased her worries. Charlie opened her eyes, but let them stay half lidded, her eyes roaming the campus grounds. She knew that she had lots of things she needed to do today, but with a broad grin, she agreed with herself that a few more minutes on the roof wouldn't hurt her.
